Why do we have to tolerate contact in cadets.??

Why is cadet karting possibly the only form of 4 wheeled motorsport, on a race track where we accept, or put up with kart to kart contact.
Why can't the MSA make it a totally none contact sport, surely that would make it a lot easier to police, and also present a better image of the sport to all.
Is it right that we accept loading, pushing, etc as just a normal part of the racing but then when they get further up the ladder we try to ban it and frown upon it? it must be better to start with a zero tolerance from the start and teach them how to drive without battering someone out of the way, after all when interviewed all the kids say they want to get into formula one, but contact is not allowed there, is it????????
