You seem to be beating your same old drum that it all the fault of the UK system.
Did Vettel do all his racing in `buy back' or `pooled engine' series?

He did get onto the Red Bull junior development programme at age 11 and no doubt had good financial backing from then on.

If you did get `buy back' or `pooled engines' for all under 18 classes you would probably just complain that teams, new chassis etc etc should be banned because they give an advantage.

Why not go the whole hog and only allow racing on karts supplied by the club - you just get allocated a kart for each heat (might not be the same one every time)- then it would all be down to the driver.
