I have no way of knowing if this guy is genuine or not. There COULD be legitimate reasons for a 'slow response' (death in the family, ill health, techno problems, whatever) and thus it's EXTREMELY unsafe to suggest 'fraud' at this stage as you open YOURSELF to legal action.

By all means, report the FACTS to us but the 'f word' should NOT be used in public.... unless you fancy being sued, that is.
