It's just giving a sensible approach to use of kerbs Simon. You seem concerned that not enforcing a rule will lead to flagrant abuse of all rules and yet you give the example of the msa's rule on kerb use, which clearly isn't enforced in any form of motor sport in the UK.
Yes we will be sensible and yes everyone will enjoy fair racing and generally have a good time. Racers can and will use the kerbs, just as they always have. I think it's highly unlikely that people will read that rule and suddenly start finding new ways to drive the circuit. If it really is quicker to approach billies as you describe then people will already be doing it at MSA meetings.
