That's where I came in..... the solution to ALL these problems is forcefully, consistently applied rules with substantial penalties for ANY karters who break the rules.

The correct term for these 'draconian' rule-enforcers is 'judges of fact' and they have CONSIDERABLE powers to black-flag offenders!
