I hope the MSA don't consider this until we have seen these in practice. Even in "clean" races many karts come in with dented front pods and wheel scuffs.

The speed and closeness of karts means there will always be a degree of rubbing that's non malicious.

If after implementation you had to pit say once in every 5 races due to the bumper rubbing on the ground I can see alot of people walking away from karting very quickly!
