The daft thing is that it is so EASY to deal with the problem.

1) Decide that the white lines ARE the limit of the track
2) Decide if we WANT the kerbs to be used (personally, I do NOT.... but that may be just me).
3a) If we decide we DON'T want the kerbs used, leave the white lines where they are with the kerbs OUTSIDE the white line
3b) If we decide we DO want Kerbs used, repaint the white lines so that the kerbs are INSIDE the white lines

5) Enforce the white line rules RIGOROUSLY!

This is NOT rocker science!
