None of us doubts what you say: we have all read the rule. However, why the HELL do we allow this situation, where there CAN be confusion, to reign when all we have to do is the following:-

1) Make white lines the limit of the track EVERYWHERE (as it always USED to be)
2) Paint the lines on the OUTSIDE edge of those kerbs that we want to allow people to use and on the INSIDE edge of those that we don't.

That would solve ALL the confusions and allow tracks to control which kerbs are used.
