Simon S you are correct.
D33.1 as you stated. But all MSA registered events which includes karting must have a fully licenced MSA scrutineer as a signed on official. If there is more than one official scrutineer on duty then one of them must be signed on as Chief scrutineer.
See Blue book (U) 12.1.1 Competitors regulations No kart may be driven in practice or a race until it has been passed and logged by the MSA scrutineer In this case it seems that NO MSA licensed scrutineer was on duty. Therefore all karts that raced at that event were illegal and non compliant, not correctly scrutineered. See also (U)4.5 p355.
