Chris,

I agree the system you have in operation is saving money, but as we discussed last year:

If you have people who are allowed to join the series at any time, not just at the start of the season, then it is very difficult to ensure that everyone on the grid is in the same boat over tyres.

in a way it is exactly the same problem as the driver replacing damaged tyres during the day. When it comes to the final, he may have a tyre that is in better condition than his neighbours, because theirs will have done at least three heats and his may be brand new.

Alternatively someone has to keep sets of worn tyres to be issued to newcomers when they join in.

As you point out, there aren't many feasible ways to restrict the price or performance of tyre sets, some compromise is always needed.
