4 stroke engine help not starting

This relates to a 4 Stroke mower engine
All safety devices have been taken off
Spark at the plug
Carb cleaned and is throughs up petrol
Spark plug is not getting wet
I have taken the head off and re seated the valves
It appears to suck when I cover the inlet to the carb and turn the engine over
I have sprayed easy start into the air inlet
Compression is good
Not a dickie bird out of it

Any suggestions
