The steward cannot exclude because he decides to.
The clerk of the course runs the event NOT the steward. The steward(s)may meet to discuss the actions of a competitor reported to him (them) to ensure fair play and that the rules as written have been applied.
For any offence to be dealt with by the steward(s) it must have been referred to them together with all of the appropriate paperwork via the clerk of the course.
As Alan says in one of his posts the steward should remain impartial and rule on the evidence presented and should only intervene on matters should the rules of the blu book be exceeded.
Interestingly karting differs from all other MSA motorsports events in that the steward signs the licence upgrade signatures whereas in all other events the licenced clerk of the course signs.
