I think I'm as confused as Bandit here.

If the MSA steward has attempted to exclude a driver, then their authority has been exceeded and no exclusion has actually occurred.

As stated, the stewards (plural) can only consider decisions referred to them for review.

Even then, there are 2 non-MSA stewards who can overrule the MSA steward.

If, however, the CoC decided that taking both hands off the wheel when flat out and with 2 other karts immediately next to them - or for a different incident entirely - constituted driving beyond general safety, then unless the PG is prepared to appeal, the participants should respect the judgement of an independent official charged with enforcing the rules they agreed to.
