I prefer common sense And flexibility over either system.

In a ideal world I would have had at least 2 ex/current drivers as decision makers to sit along side a clerk. You then have a list of options for offenses from "do nothing" to "exclusion"
The 3 discuss and have to have a majority decision eg 2/3 agreeing on the same thing.
If there's 3 different opinions on the action to be taken you go with the Middle one.

You can have 2 different Class reps (not Msa steward) sit either side of a clerk.
If the competitor protests the decision it then goes to the steward.

That's just my opinion. Obviously that's ideal world and to get drivers to do this would be hard. But if the process is fast under 10 mins it would be possible. It never been in a clerks office longer than 10mins.
