Club level is where discretion should lead to education such that by the time drivers get to "national" championships they know not to risk an exclusion.

I have never raced MSA but rather non-MSA with MSA rules and officials and have seen exclusions for post race celebrations, gesticulation, numbers being the wrong size and chassis numbers incorrectly recorded on scrutineering forms. All, except the gesticulation, might be considered harsh but I can guarantee no other driver in those races ever got an exclusion subsequently for any of these incidents.

It is a shame that it was a child that was involved but I bet he and all others abide by the rules for the rest of their time in motorsport (well until they get to Touring Cars when the rule book gets thrown away)
