In my view, the biggest mistake they made was to allow the paddock to believe that drivers were getting free or heavily discounted drives last year.

Whether or not it was true, lots of potential customers thought it was and so they held out for a better price than the full entry fee.

Without entry fees, they couldn't afford marketing.

Without marketing hardly anyone entered.

Without entries, there's less money.

Etc.
