I spoke to someone involved I their testing and yes, a harder less grippy compound. Something like 0.5 sec per lap slower.
And yes, the reason they've been released for testing is to allow manufactures to develop their "new" chassis.
I'm speculating but the synergy, when it was released, was considered to have possibly too much grip, so chassis like that won't change much, chassis that struggled in the wet/cold but were better in high trip conditions I.e. inherently they had less grip. Will struggle on the new tyres
