In the early day of cadet drivers development, you don't need special/quick engines. It is better to spend it on bum in seat time, and make it enjoyable for the youngster. Doing miles on a good engine is a waste. Find a engine tuner you trust and build a relationship with them. As the driver develops you will find your tuner will work with you to find an better engine when appropriate.
If you get to this stage you will still need some work engines to practice with so you can save the good ones for important racing. When my son was at the sharp end of super 1, my tuner provide me a race engine for the finals, but then we had worked together for 3/4 years.But as I said the important thing is to make it fun!
