If you look at the link posted by KeithO you will see that the bulletin was dated 22.07.16.
The change was also reported in the October newsletter from the ABKC which is sent to every club and is available online to everyone who wants to read it. That newsletter said that the MSA was not introducing the new rule until March of 2017 whereas the CIK bulletin said it would be in place for international events with effect from 01.11.16.
Looks as is the manufacturers have had plenty of notice.
The MSA newsletter also has a bit about these systems for cadets but no doubt there will be an outcry when it happens as no one would have had warning.
