Brake Pad Air Gap

What would people recommend as the minimum gap between pads and disc for a cadet (Zip chassis). I've just put new pads on and the gap is now tiny so thinking I might need to add some shims to widen the gap and stop it binding on cornering.

Also, what can cause the pads to travel different amounts on actuation? Is it just sticking? I've stripped the calipers and master cylinder, greased everything, reassembled and bled. Seals looked good although there was a little wear on one of the pistons.
