The organisers may just be allowing some flexibility so that missing a round does not ruin your championship. this could be because of family holidays, school commitments etc. It also means that if anyone feels that the additional costs of ferries makes the trip to Ireland too expensive they can just miss it out.
Ideally you would want to do every round so that your drop round(s)can cover any problems - being taken off in a final?
The organisers are never going to get it right for everyone.
