I have called a couple of guys who mechanic for cadets and their thinking is:-

Higher pressures make the tyre heat up quicker on the track and this gives more grip. If the track surface has a lot of grip then they would use lower pressures to avoid getting too much grip.
As tyres get older they tend also to get harder with the constant heating/cooling and will not have as much grip as new tyres. Therefore they would use slightly higher pressures to achieve closer to the grip level of new tyres - if that is what they wanted to achieve.
If a track has a lot of grip then they would choose older tyres if allowed.
The guys said that this only applies to cadet tyres as they are the ones that tend to pick up rubber from the track.
