Any camera equipment must be fitted when the kart is scruitineered. The decision to allow the use of on board cameras is that of the Landowner and not any other official although permission of the clerk is also advisable.
The interesting thing is that the rights to any or all of the footage gathered are still the landowners property in law so if any image is published for personal gain or commercial purposes you may find yourself on the wrong end of a bill.
Normally there is no problem with private use.
