It is actually a bit confusing when you read through the notes but here is my understanding of the situation.

Salbutamol appears on the WAD exemption list.

As long as it is for theraputic use (i.e. genuine medical reasons) and NOT being abused or taken acutly, there is NO problem and you do not need to declare it.

I have asthma and use Salbutamol. I went through all this years ago with MSA.

So to confirm with you, just apply for your license and there is no need to declare as long as you meet the criteria, which I am sure you do.
