Why the need to reduce risk all the time? Moreover, why introduce "safety" measures that have no evidence of making anything safer? Wouldn't it be more prudent to examine cases where serious injury had occurred and develop means of avoiding such situations again?
I can think of just three rule changes that have improved safety (by dealing with actual causes of injury) in the last 15 years:
1) Extra brake cable 2) Reinforcement plates around seat mountings 3) Extra raised front bumper
My next focus would be on the steering wheel and column. In frontal impacts, the chest often impacts the steering wheel. This focuses a lot of energy on a very small area of the body.
