In the first instance you should take this up with the club as they have responsibility for control of grids/track. This could even invalidate their insurance so they should be keen to support you.
If the rules for the day was to split the groups (which seems to be normal practice at most tracks)then maybe action can be taken against the driver (or is it two?) - maybe even take up with the MSA if he has a licence.
If the club are not interested then perhaps you should publish their name but otherwise try to sort it quietly using all official channels.
