Rotax problem - no spark

Just a quick question. Trying to get my max started and found I'm getting no spark. Tried a few batteries but I think they're all a bit goosed. The best one is only achieving 11.11V when the starter motor is turning (despite being 13v+ after charge). Is this voltage sufficient to produce a spark? Or should I be looking else where?
