sorry i read it that he was given a 2 second penalty which is as per the SR's stated - then he was given a 2 place penalty (i assume this was greater)

Whether the penalty was sufficent is questionable - but it does depend on the CoC's view, information and opinion as to what is a sufficent penalty.

It does sound like the driver was penalised, then someone protested and so the driver was given a greater penalty as a result. Whether is then enough I do not know - although it sounds like it wasn't.

But maybe the rules limited the CoC to what he/she could do.

If the rules state (as do some SR's) "a penalty equal to that caused" then the driver could be placed behind those he/she affected
