It seems to me that too much emphasis is put on everyone being within weight, although there is probably an optimum point, there is as much disadvantage in young, small kids dragging around static weight than larger older kids being a bit over. IMO you could go quite a lot over before you see any disadvantage. What is lost in accelaration, you should gain back from added strength and stamina. That's in the dry and in the wet you may find it a positive advantage being overweight.

If you are still carrying a kilo now then he is probably just about at the optimum point for being competitive in cadets, don't move up too soon.
