It looks more like a web designer who doesn't know how to manage a web server. reaplasrack.co.uk goes to an old "homemade" website. The site currently parked on dunkeswell.com looks like the new version of the reaplasrack.co.uk site before the domain has been transferred to a new server (probably the same server as dunkeswell.com).

It certainly looks like human error more than anything malicious.
