Are you sure you are not being excessively severe in your comments? It is possible to be excluded for a technical infringement without it being out and out cheating. I ask this as someone who has no idea about this incident or who was involved.
Where the infringement is something that could easily have been overlooked e.g. not checking the squish regularly then an exclusion from that race - heat or final would be appropriate.
Exclusion from a meeting should only be for more serious offences. Not always easy for the Scruts to be certain either way so benefit of the doubt has to come in.
