They are exactly the same if it is a lead acid battery. The meter should drop towards zero as the battery takes up a charge. If the meter shows an increase I would suspect that the battery is sulphated and past its best. An increase shows that its internal resistance is dropping instead of increasing, thus drawing more current. Long periods without charging does not do batteries any good at all.
