Steve - I thought the main issue was around testing rather than quality/cost of the control fuel. The idea of parc ferme fuel was apparently is response to comments from competitors that some drivers were using illegal additives that would not show up on the type of fuel tests that atol could do.
Here I must declare a high degree of ignorance about fuel testing. I did a bit of searching on the internet and got the impression that it is reasonably easy to test for a known additive although even this would have a cost. However, it seemed far more difficult and prohibitively expensive to carry out a test that would find and identify any additive.
Do you know of testing kit that could do that job with sufficient certainty to stand up through the appeals process?
In cadet racing we used to have regular fuel checks at club meetings to ensure we were using the FC oil on race days. That all stopped when the oil choice was thrown open following the Tryton problems.
Great pity that people feel the need to cheat and make all this necessary.
