If the rules say the cadet front nosecone (fairings) should have a flat area as prescribed in the regulations, then why make and exception for Zips?

Every cadet driver and team knows the Zip nosecones are ideal for lifting the rear of the kart in front, which often happens and in my opinion, is a practice that should be stopped.

Why are Zips the exception?

I think we all know why.
