Clutch checking

Several times on the forum, it has been suggested that a simple "stall" test would be the easiest/quickest/cheapest method of determining clutch legality. It repeatedly gets ignored. Why? For those that missed the previous threads it would work like this:
Scrutineer would be equipped with a rev counter that would hold at the max reading and could be clipped to the HT lead. On the dummy grid a start engine instruction would be given (so that all engines were equally warm at race start). The scrutineer would then go down the grid, clip the rev counter to a kart and instruct the driver to floor the brake, then the scrute would floor the throttle. The driver would be shown the rev reading obtained and if it was over 6000rpm (or any other ordained limit), the kart would be removed from the grid. The scrute then zeros the rev counter and clips it to the next kart. The whole process would take no more than 5 secs per kart, and 2 scrutes could do the whole grid in a minute.
Can somebody explain what the problem would be with this? I should add that I have no connection or involvement with the Rotax classes at all, it just pains me to see the sport struggling with an issue like this!
