Craig,
If your local club has a bambino section then that might be worth considering as he could do some racing instead of just practice.
Otherwise if you prfer to go down the wtp/w60 route then just go for a reasonable chassis that is straight. Zip blades are still good and can be a safer buy than used storms, BRM is good or Arrow and Wright. Tonykart is also good but spares tend to be a bit pricier.
