No they're the same compound but a different more modern construction. Looking at the photo's it is obvious the extra grip is because of the extra width of the tyre. Going off them photo's the new tyre has got a 33% increased contact width, they make the old tyres look like pram wheels.

Logic suggests that these tyres will have extremely good consistency between lap times as the tyres peak operating range should be increased due to the extra width of the tyre.
