I can't condone the retailer in this case, but for a moment consider retailers in general. The mark up on this sort of stuff isn't huge, so they stand to lose a lot of money.
They have stocks of perfectly good new helmets, that simply because of bureacratic BS can't now be used. Only so much landfill now.
I know who I blame.
