Why not 2 stroke?

I have quite a few local non MSA tracks around me but the all dont seem to like 2 stroke karts. They all only allow 4 strokes. Why is this?

I have a 2007 rotax which is nice but i cant use it anywhere!! :( I know there are plenty of other tracks that do use them (msa and other top tracks) but i cant afford to race them.

Should i change to a 4 stroke motor (dont really want to as i love the 2 strokes) What is the power difference between the rotax and a 4 stroke engine? ( sorry i know very little about these engines)
