The bolt just spins or just the handle.
If the handle spins use a wedge or screwdriver to help it grab it and it should undo.Otherwise if that does not work you may have to cut the handle off to get to the bolt.
If the nut in the tank spins it can be really hard to get off.As before try and wedge it but to stop the nut turning if you can get to it.
