on your question re starting on novice plates it will probably depent on

A) whether you held a Nat A or a Nat B licence. if only a Nat B you would have to prove to the MSA that you were off novice plates by race results etc or your old licence with the required 6 signatures.
I think you would still be required to resit theARKS exam as you have been away for a while.

why not pick up the phone and speak to the nice people at motorsport house licencing dept and get the full picture of what is req licence and medical, they could even send you an aplication form at the same time.
