We've had plenty of British drivers race in seniors on the continent and juniors over here. I also know of a few US drivers who didn't live here but had UK license (although they often had a uk relative).

In my opinion the MSA rules only apply in the UK. So as long as said kid from the US hasn't raced in a junior class over here then he can race in cadets. If he has raced in a junior class over here then its a different matter entirely.

Oh and Jack and Matt both have international licenses and the Florida Winter Tour is an international event.
