With an age range from 8 to Decemebr of year of 13th birthday you have a 5/6 year age spread. raising the weight limit would mean a lot more lead on some of the lighter drivers just to cater for the few who are overweight. The heavier drivers generally tend to be taller as well and start to look awkward in the smaller chassis.
The problem with the new class is that there is no change to existing cadet age/weight but some of the bigger drivers whi could have moved to minimax/junior TKM etc may be forced to either stay in cadets or move to the new class with no national championship.
The idea may be OK but, as usual, the implementation leaves a lot to be desired.
Wonder what helmet regulations will apply - CMR or not?
