We do use EX3's, four of them, plus the onboards, two making up a 6 camera multiclip edit. Haven't used FCP Templates.... I design all of them myself, although I have sold some motion graphics on to other companies to sell as templates in the past. May use part of a template as a base for a profile graphic next time as it has a style that suits what I'm doing. Blu Ray versions will be available in the next few weeks, so the HD is relevant. The workflow using cards is a huge benefit, but as you rightly say they are costly (£550 or so each) and have some downside in terms of capacity. Ex3's also have the benefit (massive benefit) of synching the timecode via 75ohm BNC cable..... incredibly useful in a multiclip edit.
