I asked the question at pre-S1 briefing of the officials as to what happens if;
1. The camera does not work/record
2. It comes off via accident on track

The answer whilst not difinitive is that it is the sole responsibility of the "owner" to ensure it works etc...and that if needed for viewing and it DOES NOT/HAS NOT recorded then it will fall under an exclusion matter....John Hoyle may see this post and try and make it a little clearer.
