The 3 ltr rule has been amended but it did not apply to cadets who only had a 3 ltr tank.
Although the Blue book says that having less than 3 ltr (2ltr for cadets) at the end of the race will mean exclusion there was a change that has been published on this forum - pretty sure that if you have less than these amounts then you forgo the right to ratain a sample but if you have less than 1 ltr then exclusion still applies.
