99% of karters have neither a licence, nor a kart. Most probably do not know the MSA exists. Their tracks are broadly unlicenced and in many cases their safety preparations rely on not having serious accidents. There are exceptions and many (most / all?) of 'real' tracks have a proper attitude to the risks involved, it's just that there are an awful lot of others.
The majority of karters are 'corporate' or indoor drivers and collectively they pay far more for their sport than we do.
The role of the MSA is to represent motorsport in Britain and 'our' karting is a very small part not only of British motorsport but even British karting
