the not alowed to restart rule is to stop drivers from sitting at the edge of the track foer lap after lap trying to restart or repair a dead kart causing a waved yellow to be shown in that sector for most of the race,and puting himself and his fellow competitors at conciderable risk as well as ruining others race as the yellows stop overtaking for at least two sectord ( stationary and the waved yelllow before green.

I usualy allow a driver one atempt / lap to get going before DEMANDING he /she and there kart if able gets to a place of safety so yellow flag can be put away and racing continue.
