A couple of years ago when we went to Genk with stars, the track owner explained that they have very strict regulations and regular checks of the site. They face heavy penalties if these tests show up oil/petrol which is why they insist on all awnings having ground sheets - easier to wipe up from a ground sheet.
Many tracks in the UK have come close to refusing to accept FKS/S1 meetings because of the behaviour - toilets being deliberately blocked and general damage to the site. This does not seem to happen with routine club meetings - just when the national event turn up.
