I thought your original post was very clear and a reasonable question.
If the manufacturer can use x-rays to certify that the helmet is still safe then this would be useful after a minor incident, such as dropping the helmet onto a hard surface from a low height - especially if there is no obvious damage.
Where there is obvious damage then even the x-ray route might not resolve the issue. The next time a scrutineer saw the helmet he/she would probably reject it. You could then produce a certificate from the manufacturer confirming the x-ray certification but how do you prove to the scrutineer that all the damage happened before the certificate was issued? As you found, having the helmet repaird (if certified safe)and then painted starts to cost the same as a new helmet. Replacement seems the best option.
One other point - you mention the CMR helmets have not yet been confirmed for 2011. The MSA confirmed several months ago that the CMR will be compulsory for all cadets with effect from 01.01.11 and for all under 15s from 01.01.13. I am not sure if they have confirmed this for the super cadet class but would guess that they will also have to use the CMR from 01.01.11. For any race run under CIK regulations then all under 15s had to use the CMR helmets from 01.01.10 even if the race is held in the UK.
